Update

At the April 13, 2026, meeting, the City Council approved updates to utility billing policies in response to resident and property owner feedback, providing temporary relief while establishing clearer, more consistent and fair billing practices moving forward.

As part of the approved changes, all penalties assessed on municipal utility accounts between January 1 and June 30, 2026, will be removed. This applies to penalties only and does not reduce or eliminate the original utility charges.

Residents with unpaid 2026 utility balances may also be eligible to enter into a payment plan through the City. Payment plans will allow customers to pay outstanding balances over time, but all balances must be paid in full by December 31, 2026. Customers participating in a payment plan must remain current on all new utility charges moving forward. Any unpaid balances remaining after December 31, 2026, may be added to the property tax roll in accordance with City ordinance.

Beginning July 1, 2026, the City will also implement updated utility billing procedures designed to improve clarity and fairness. Penalties will be calculated using a simple monthly method rather than compounding, meaning penalties will apply only to unpaid utility balances from the previous month and not to previously assessed penalties.

The Council also approved the reinstatement of water shutoff procedures for accounts that remain past due. Before any service disconnection occurs, customers will receive all notices required by law, including information about the amount due, deadlines, and available payment options. Water service may be restored once past-due balances, current charges, and any applicable reconnection fees are paid.
