NOTICE TO BIDDERS

Sealed bids for Stephenson Park Reactivation (ARPA #0186-007) located at 125 Stephenson St. in the City of Morenci, Michigan will be received by the City of Morenci, Michigan at City Hall: 118 Orchard Street, Morenci Michigan 49256 until 10:00 a.m. local time – Tuesday, March 19, 2024, when they will be publicly opened and read.

This project involves one lump sum contract for the Stephenson Park Reactivation Project. The contractor is responsible for reviewing all the drawings and specifications to obtain a complete understanding of all work scope. The work includes all work indicated on the project documents, including but not limited to all work described in the technical specifications.

An overview of this contract is provided below:

The City of Morenci, Michigan is proposing improvements within the 2-acre site of Stephenson Park, located at 125 Stephenson Street in Morenci, Michigan 49256. Funding for this contract is being provided by the State of Michigan Department of Natural Resources SPARK Grant program. Relevant state or federal requirements apply.

Major scope items of this contract include the following:

- Access Pathway 6' wide or more. Work includes installation of new perimeter walking loop.

- Athletic Field/Court: Work includes installation of new pickleball court.

- Athletic Field/Court: Work includes renovation and expansion of an existing basketball court.

- Gazebo/Pavilion/Shade Structure: Work includes installation of two new pavilions.

- Landscaping: Work includes new tree planting.

- Site Amenities: Work includes installation of new benches, picnic tables, trash bins and bicycle racks.

- Utilities: Work includes installation of new pedestrian scale light fixtures to provide lighting at the walking loop, pavilions, playground and sport courts.

- Parking Paved with Accessible Spaces: Work includes renovation and restriping of existing parking area to add accessible spaces.

- Picnic Area: Work includes renovation of existing concrete pad into a picnic area.

- Play Equipment (including safety surfacing): Work includes replacement of existing play equipment including safety surfacing.

Substantial completion of construction is anticipated for May 2025, with full project closeout by Dec 1, 2025 to meet MDNR grant requirements.

Contractors should closely read all the technical specification sections, particularly Specification Section 01 10 00: Summary – as this section specifies the approximate contract start date and other specific project milestones. Contractors should closely read Specification Section 01 56 39 Temporary Tree and Plant Protection and closely review all drawings that address construction requirements around existing, mature trees.

Contractors and all subcontractors must comply with all requirements of 1976 PA 453 (Elliott-Larsen Civil Rights Act), the 1976 PA 220 (Persons with Disabilities Civil Rights Act) and Executive Directive 2019-09, as amended. In accordance with these laws, all contracts the grantee enters into must contain a covenant by the contractor and any subcontractors not to discriminate against an employee or applicant for employment with respect to hire, tenure, terms, conditions or privileges of employment, or a matter directly or indirectly related to employment, because of race, color, religion, national origin, age, sex, height, weight, marital status, partisan considerations, or a disability or genetic information that is unrelated to the individual’s ability to perform the duties of a particular job or position.

Compliance with the Davis–Bacon Act, as amended (40 U.S.C. 3141–3148) and Contract Work Hours and Safety Standards Act (40 U.S.C. 3701–3708) will be required. In accordance with the statute, contractors must be required to pay wages to laborers and mechanics at a rate not less than the prevailing wages specified in a wage determination made by the U.S. Secretary of Labor.

Beginning Tuesday February 20, 2024 the Bidding and Contract Documents may be examined free of charge and obtained in person or by mail from Ashley Ables, Deputy Clerk at Morenci City Hall, 118 Orchard Street, Morenci Michigan. A fee will be charged if mailing is required. There will be a pre-bid meeting on Thursday February 29, 2024, at 10:00 a.m., at the Project Site. All interested bidders are encouraged to attend.
